Pradhan Mantri Krishi Sinchayee Yojana

The scheme “Pradhan Mantri Krishi Sinchayee Yojana: Per Drop More Crop” was launched by the Department of Agriculture & Farmers Welfare, Ministry of Agriculture & Farmers Welfare, Government of India, on 1st July 2015.

This scheme primarily aims to enhance water use efficiency at the farm level through Micro Irrigation methods like Drip and Sprinkler Irrigation Systems.

Additionally, it supports micro-level water storage and water conservation/management activities to supplement source creation for Micro Irrigation.

Objectives:

  1. Increase Micro Irrigation Area: Expand the area under micro irrigation technologies to improve water use efficiency.
  2. Boost Crop Productivity and Farmer Income: Enhance crop productivity and farmer income through precise water management.
  3. Promote Micro-Irrigation for Water-Intensive Crops: Focus on water-intensive crops like sugarcane, banana, and cotton, extending micro-irrigation technologies to field crops.
  4. Fertigation: Utilize micro irrigation systems to promote fertigation.
  5. Address Water Scarcity: Implement micro-irrigation in water-scarce, water-stressed, and critical groundwater areas.
  6. Energy Efficient Irrigation: Link tube-well and river-lift irrigation projects with micro irrigation technologies to optimize energy use.
  7. Convergence with Ongoing Programs: Establish synergy with ongoing programs, integrating solar energy for pressurized irrigation.
  8. Promote Modern Micro Irrigation Technologies: Develop and disseminate micro irrigation technology for agricultural and horticultural development using modern scientific knowledge.
  9. Employment Opportunities: Create employment opportunities for skilled and unskilled workers, especially unemployed youth, in the installation and maintenance of micro irrigation systems.

Important Features:

The Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) emphasizes creating water sources for assured irrigation and protective irrigation by harnessing rainwater at the micro level through ‘Jal Sanchay’ and ‘Jal Sinchan’. Micro irrigation is a key component to maximize water use efficiency at the farm level. The scheme has four main components:

  1. Accelerated Irrigation Benefit Programme (AIBP)
  2. Per Drop More Crop (PDMC)
  3. Har Khet Ko Pani
  4. Watershed Development

The “Per Drop More Crop” component focuses on micro-level storage structures, efficient water conveyance and application, precision irrigation systems, topping up of input costs beyond MGNREGA permissible limits, secondary storage, water lifting devices, extension activities, and coordination and management. This component is implemented by the Department of Agriculture, Cooperation & Farmers Welfare (DAC&FW).

Nodal Department:

To ensure efficient delivery and application of water at every farm, enhancing agricultural production and productivity, the State Agriculture Department may act as the Nodal Department for implementing PMKSY (Per Drop More Crop).

However, the State Government has the flexibility to identify the nodal department based on the institutional setup and mandate.

All communication between the Ministry of Agriculture (MoA) and the State Government should preferably occur through the nodal department.

States are also free to identify dedicated implementing agencies/departments for the implementation of the “Per Drop More Crop” component.

Pradhan Mantri Krishi Sinchayee Yojana : Benefits

Purpose:

Provide financial assistance to farmers for installing irrigation components.

Ensure all water sources are linked with a Micro Irrigation system to enhance water use efficiency.

Types of Irrigation Systems:

Drip irrigation

Sprinkler irrigation

Installation Options:

Farmers can install the system themselves.

Farmers can choose from approved Micro Irrigation companies for installation.

Pattern of Assistance:

Small and Marginal Farmers:

55% assistance

Other Farmers:

45% assistance

Funding Breakdown:

Central Government and State Government share the cost.

For most states:

60% by Central Government

40% by State Government

For North Eastern and Himalayan states:

90% by Central Government

10% by State Government

For Union Territories:

100% by Central Government

Funding Mechanism:

Direct Benefit Transfer (DBT) into the accounts of farmers.

Additional Benefits under ‘Per Drop More Crop’:

Water harvesting structures (individual and community levels)

Water lifting devices to improve conveyance efficiency

Digging of farm ponds

Pradhan Mantri Krishi Sinchayee Yojana: Eligibility

The applicant should be a citizen of India.

All farmers of the State and Union Territory are eligible to take the benefits of this scheme.

The subsidy payable to the beneficiary will be limited to an overall ceiling of 5 hectares per beneficiary.

Note 01:

  • The beneficiary has to purchase only BIS-marked systems/components under the scheme.

Note 02:

  • The scheme is to be implemented through the mechanism of Direct Benefit Transfer (DBT).
  • Aadhaar details of the beneficiary are required to access the benefits of the programme.

Farmers should identify the needs of their field and region.

Reach out to the Block/District Agriculture Office through the Gram Panchayat.

Alternatively, contact the Agriculture Officer of the Block/District.

Farmers can also call the Kisan Call Centre (Toll-Free No. 1800-180-1551) for assistance.

Request Application Form

Approach the concerned authority.

Request or collect the application form for the scheme.

Fill Out the Application Form

Complete all mandatory fields in the application form.

Paste a passport-sized photograph and sign across it.

Attach all required self-attested documents.

Submit the Application

Submit the filled and signed application form along with the documents to the designated receiving authority.

Get Receipt/Acknowledgment

Obtain a receipt or acknowledgment confirming the successful submission of the application form from the receiving authority.
